Police Reform

The need for police reform due to racism and discrimination has been requested in communities of color for decades. Recent events have proven that Black men and women are victims of police brutality due to racism and discrimination.

Vetting for the police: 

In addition to the vetting already done by individual departments, all departments should comply with the following:

 Social evaluations: All officers should be given social evaluations before hire. Prospective individuals cannot be affiliated with any White Supremacists, Extremists or Hate Groups.

Psych evaluation: Full psychological evaluations must be administered before hire.

Background checks: Check applicant’s school and military background for disciplinary actions.  

Training:  

In addition to the training already given by individual departments, all departments should comply with the following within the first  12 months of hire.

Mental Health: Officers must complete 48 hours of mental health training in order to identify and address those with mental health issues. Training must be completed within 30 days of hire. This course must be taken every 3 years and kept in the Officer’s personnel file.

Racial Diversity: Helping officers understand different races and cultures will help them understand the communities they are protecting. These classes will be led by organizations or students within the community. Officers must complete this class within the first 60 days of hire. Officers must repeat this class when relocating to a different precinct within one hundred miles outside their previous location.

Self-Defense: One year training in a form of  martial arts, with extensive training in self-defense and detaining. 

Psych evaluation: Full psychological evaluations must be administered before hire.

 Band the use of:  

The following should not be used under any circumstances. If an officer fails to comply, legal action will be taken. If found guilty for misconduct or murder, 

officers will be fired. They will also lose their pension, and serve up to 25 years in prison, and be fined for pain and suffering.

Chokeholds: Officers are banned from using chokeholds to detain suspects. This includes kneeling on an individual’s  neck. At no time should a suspect's airway be restricted by  force. Officers who violate this order will be suspended without pay, and put under a full investigation by the FBI as well as an outside investigator to determine whether or not charges should be filed.  If failure to comply, the officer(s) involved will be fined $1M or more.

No Knock Warrants: Officers are banned from using these warrants at night, or when there is no clear view of the suspect before entering. If failure to comply the officer(s) involved will be fined $2,500.

 Stop and Frisk: Officers are not allowed to stop and frisk, or pull someone over due to discrimination. If failure to comply the officer(s) involved will be fined $800.

Mandated quotes:  Mandated quotes for tickets puts officers jobs at risk, and creates stress within communities of color due to fines and inabilities to afford insurance.  

Disciplinary Actions:

The Three Strikes You're Fired Act ensures that officers are held to a higher standard of  accountability for things such as falsifying reports.   

 

Falsifying reports: Officers will be fined $1,000 for falsifying reports, or assisting in the falsification of any reports given by colleagues or outside witnesses.

Sexual misconduct:  Officers will be suspended without pay if under investigation for sexual assault, and will be fired if found guilty.    

 Discrimination:  Officers reports should be reviewed annually to check for discriminatory actions. Any officer showing signs of discrimination will be fired.
